What would you grade this silver certificate? Also, what is it's value?

It grades a weak fine, but to be of value, it must at least be a very fine and then it only sells for $3. Old, but not scarce. Collectors of paper money are more into high grades of what they consider modern issues. Older ones they are not so picky.
I would say VF to XF, but I am not a currency guy. According to my Standard Catalog of US Paper Money, which is 5 years old, it might be worth $2.00.

EBay might be a good place to look for similar notes to get a current market value.
