Stratos is an E-Hero and so is Neos. I'd say they work fine in a deck together.
There is NO such thing as a Neos Starter/Structure Deck. You've been misled.

Elemental Hero Stratos is very good in any Elemental/Destiny Hero deck. Why do you think he got restricted so fast?
